No Fuel Pump Noise at Start Up

My O.E.M. Pierburg pump(#A 000 478 00 01) w/ only 15k+ miles on it reads approx. 16 ohms resistance. It is fully functional/operational. I upgraded a while back to a regulated fuel system so it was easy to pull the O.E.M. pump out of the drawer and test. Edit: Checked resistance again this morning since it was just sitting there in front of me. Now it measures 38 ohms. Few minutes later reads 16 again. Normal??

I replaced the fuel pump and filter this weekend and it started right up no problem. Thanks for all the advice and support!
