What exactly does it do / not do when you try to start it? Have you tried disconnecting the negative battery cable for 5 minutes and re attaching?

The engine does not turn over but all light on the dash are on and the key fob works.

So it doesn't do anything? Can you hear the fan kick in when you try to start? If so it is probably the RCM.

The fan kicks in after about a 15 second delay if the key is left on after the start attempt.

Does anything happen if you disconnect the negative battery cable for 5 minutes, then reattach and turn the key?

Different people have their own meaning for ‘does not turn over’.
Some mean the engine does not rotate at all and some mean it rotates but does not start and run.
What is your meaning?

When you turn the key the dash lights come on and nothing else happens.

You are confusing things with multiple postings. Have you tried replacing the RCM, relay control module? Have you scanned for codes?

Sorry for the confusion. Will try RCM this weekend. When checking 1 of the fuses it now won't fit back into the slot. The connection slid down inside of the fuse box, so the fuse won't go back in now
