Default Passenger seat relay not getting power

Changed the passenger seat relay to the left of the steering wheel in the lower dashboard, P seat still doesn’t move. Is the hot wire from the battery fused somewhere in the car? I checked both fuse panels (under the hood, driver side dash end panel) need help!! Been working on this issue for 5yrs. Unable to get the seat to move to unbolt it to replace seat switch side panel. THe fuse is the 200 amp fuse at the battery, if that was blown, the car would be DEAD completely.
