Flt anyway?
I Suppose I'm trying to adjust the Tone. However, I noticed on the display that the upper level is way over to the left and the lower level is centered in the middle (Right now it TONE FLAT?). How do I adjust this setting?

I believe that is "FLAT", it sets all the tone controls to the middle (Neutral) setting. "LINEAR" is a similar setting as (for audio or RF purposes) "LINEAR" means "a faithful reproduction of the input signal". In other words, "LINEAR" means 'flat'.
You don't have "Linear" but you do have "flat", I believe they are the same thing - only it is called by one term in the NAV head and by the other term in the Non-Nav head.
I would run out to the car and verify this, but I am 770 miles from home on a business trip.
