You OBVIOUSLY found the problem, based on what we discussed on the phone and what you told me in your last text:
- Turning the D handle does not result in the windows going down.
- ALL OTHER functions of the top system work fine.
Given those two points, what else could it be? This has to the the simplest, clearest electrical issue you could have. Replace the switch and be done with it.
Of course, the problem is finding a new switch. I've never actually seen the switch itself, given that it is hidden. I suspect MCM Electronics or Digikey has a switch that could be used, but first you must have the bad one in hand in order to identify what you need.
I suppose one could grab one from a junked car at a salvage yard.
