Default Having RCM symptoms without the fan ramp up

Long story short: ran to store Saturday, car was weak to start leaving home, would not start at store. Had car towed home, symptoms include all those of rcm except the fan ramp up. I've resoldered the rcm pins just to be sure. Battery is brand new yesterday 12.16v, >20mV ground post to block with full load. Anybody happen to know what the relays are supposed to be doing during start up to know if I have a bad relay or not?

Amazing what one can find with the search function in the upper right corner.
Problems have also been found in the connector making contact with the RCM.
Fuel pump relay will only energize for a few seconds then open if car does not start.

Open the RCM. Turn the key to the ON position. 2&3 should close and remain closed. 4 will close for 2 seconds then open.

Are you sure the RCM is your problem?
If the car's starter is not turning over then suspect the RCM. If the starter is engaging but the car fails to start it could be the Crank Position Sensor (CPS).
