Not quite. What it does is sort of speed up the throttle input, basically opening the throttle body sooner with less pedal travel. You've likely noticed that a quick stab at the gas pedal doesn't do much - you need a fair amount of pedal travel to start bringing up the revs. The Sprint Booster alters this throttle by wire setup, that's all. You do not actually gain any HP with it.
