Default Getting ready to change coolant -- How to drain intercooler?

I read the procedure in the SRT-6 service manual about draining through the petcock on the radiator, which supposedly drains both the block and the radiator.

My question is this -- Since the intercooler and its "radiator" are on their own circuit, should I also drain that as part of doing a coolant change?

Second part - Do I really have to pull the bumper to drain this system, or can someone reccommend a good hose that I can pull that will double as a low point on the intercooler coolant circuit?
