I was just being sarcastic about using the Volvo pump. It's not uncommon for the pump to run when you're stopped or at a red light. There's also a solenoid,2 switchover valves and a check valve that controls the pump.

If you have a rough surface the spark can arc across any rough high spot and pit that area, a smooth and polished surface is less prone to pitting.

Did we ever find a supplier for the relays?
A lot of the ones I am seeing are burnt and pitted so there's not a lot I can do 'cept clean up the mess that is there.

In my electronic repair day, I would use a fine emory cloth on relay contacts.
Not sure if this was the best approach, but many of my computer co-workers at the time used the same technique...
