Default Pulley Belt

I noticed that the device that holds the lower belt pulley has a lot of rust on it. The car is a 2007 roadster with 15K miles. Can't understand why it would have rust on it -- car is covered every night and never driven in snow. Any advice would be appreciated.

If you are referring to the crank pulley then there is no device as it is an all one piece assembly. It is held on with a recessed bolt in the Center. All this is true if you do not have an after market pulley for an SRT. The paint must have come of and nature took its course.
