I polish my headlight lenses every 6 months with Meguiar's PlastX. Have been doing this since I bought the car in OCT/2008. Headlights have always stayed clear & never got that dull-looking cloudiness look.
I have used Mother's Mag & Aluminum Polish with a buffing applicator (like the one that comes in the 3M lense cleaning kit) to clean-up badly fogged-up lenses. Mother's product will flat clean & polish these plastic lenses. Attached are pictures of my wife's 2006 VW Beetle that I used this product on to clean-up the headlights. VW Beetle headlights are really prone to the cloudiness. The Beetle got the same 6-mth PlastX treatment after I cleaned the headlights.

At 17:17 under a microscope he shows brand new plastic beside old Sylvania treated plastic.
He notes that the 3M kit doesn't come with a UV protective coating. 3M kit being applied: (at 11:00 he applies the Sylvania kit)
BTW most people agree that to have your newly shined headlights stay that way for years to come it's best to apply clear paint over them, especially if you leave your car parked outside. However now you get into an entirely new discussion about whether to apply 1 or 2 coats AND whether to use a 1K clear coat (just paint with no hardener) or 2K clear coat (where both paint and a hardener come inside the same can). You'll have to research the paint issue on your own. But the consensus is that the 2K lasts a lot longer but is substantially more expensive.
