Default Radio and climate fan work without key, normal?

As my title suggests, I can turn the car off, remove the key, walk away, come back and (without inserting the key) I can power on the radio and even get the climate fan to spin by pushing the air recirculation button. Is that normal?

I forgot to mention, everything works as it should with the radio turning on when the key is switched on and the radio turns off when the key is turned off. Same with the climate controls.
Nothing remains on unless I push the power button on the radio or the recirculate button on the climate controls.

Both are normal.
The 'recirculate' button is also the REST button.
This system is designed to keep the car interior warm with the ignition off.
It runs the fan on low and has a small pump mounted in the well in front of the passenger front tire that circulates the hot engine coolant. Pretty neat feature.

Engine Heat Utilization (REST)
With the engine switched off, it is possible to
continue heating the interior for a short while.
Air volume is controlled automatically. Select a
temperature for each side of the passenger
compartment. Set the air distribution control switch to
the desired position.
To select, turn the key in the ignition switch to the ACC
or the OFF/LOCK position or remove. Press the recirculation
button. The indicator light in the button illuminates.
This function selection will not activate if the
battery charge level is insufficient.
To cancel, press the recirculation button. The indicator
light in the button goes out. The system will automatically
shut off if you turn the key in the ignition switch to
the ON/RUN position, after approximately 30 minutes,
or if the battery voltage drops.

Both switch off automatically should the battery get a bit low.
The radio will also turn of automatically after a fixed time, 30 or 60 minutes I believe.

I have not read that the coolant pump runs when in that mode. Where is that written?

When I bought the car, the previous owner told me that mode was for when you parked the car after using the AC, it will dry out the evaporator area to prevent musty odors. I do use it that way and so far no smells at all.

But that does not mention the coolant pump.

This does mention the pump and shows the circuit as well.

Thank you.

So in the summer when I use REST, the pump must not come on since I have the temp control on cold.

It may, it may not. Test it for us? Run the AC on high until the engine is fully warmed up then leaving the ac alone turn the car off and feel the heater coil outputs on the firewall. They should not be 'system coolant hot'. Then press your rest button, and see if they both get super hot (system coolant circulating). Since the system was in full A/C, there should have been little to no coolant circulating through your heater coils. When you command rest, the pump comes on, the valves should allow flow, the car should warm up. Post back what you found, this way we can learn if the condensation gets removed (which keeps mold from growing).
