Does the ECU have to be flashed for the particular VIN for the car or can any ECU be sent off to be have the canned tune put on it? I want to get some more performance but I dont want to be without a car to drive for a week while my ECU is shipped out and getting a new tune on it. If any ECU can be tuned, who has a stock one for sale?

This x2. If you search for 'ECU Tuning' on the forum you will find a lot of info and people's opinions on which company should do your tuning. Some prefer Eurocharged, others InMotion...those are the two biggest tuners out there for the Crossfire.
