Angry Coolant in Oil filter

I been have some problems with my srt losing coolant. It started about 1000 miles ago. I first saw some emulsion under the oil cap. I did the head gasket and it wasn't so bad to do. I sent the heads to be tested and clean. All was good for about 400 miles. Than I saw some emulsion under the oil cap so I pulled the valve covers off and saw nothing at all. I changed the oil and clean out the catch can. I than drove the car for a easy going 20 miles. I than had a wtf amount emulsion under the oil cap and what could have been some steam for the exhaust. I pulled the valve and had emulsion on everything. I did a compression test and had 120 psi all around. The spark plugs where replaced when I did the head gasket. The spark plugs all looked the same. I isolated the intercooler and it held 15 psi for 24 hours. I now put some fresh water in the rez and put the coolant circuit to 15 psi. It never dropped and didn't move when I cranked the motor over. I took out the oil filter and cranked over again. I saw clean water flowing at the bottom of the oil filer canister. Could I messed up on the head gasket or is it a crack block, water pump gasket? Is it time for a engine swap?
