Hi Rob I know this is an old threat but I to am from Maryland. My crossfire has not passed emission test took it twice. I have put new plugs wires and injectors on it the car runs great. I don't drive it much but like you said Maryland wants you to not emit bad gasses in our environment to drive in circles , crazy way to scam car owners out of cash . Maryland one of the richest state in the country . I drive all the way from Belair from Aberdeen and the dam car throws a check engine light code P0239 in the line waiting. I reset the light and it does not pass scanner says to come back in a week I have done this twice. I went to the kiosk and then to the manned drive through. They say it does not pass. I am at my wits end. I have asked for one extension not sure if I can get another. My water pump is bad and I am not able to get it repaired until the Spring due to finances right now. senior on fixed income. I don't want to ruin my engine. its not leaking but it squeals until warm. I am about to take car off the rd again until I can get the classic antique tags once it turn 20 yrs old. What do you think the P0239 which says its the blower at top of the intake which runs when I first turn the car on you can hear it come on. Thanks for any info

Probably the air pump relay in the RCM, easy fix .

As Zeracer asked, is this an SRT model? The P0239 code is typically associated with boost issues in turbo or supercharged engines. I think the most common DTC related to the secondary air pump, which is found on all Crossfires (well for sure on my 04), would be P410 - secondary air pump system malfunction. That is a fairly common code for Crossfures that is indicative of the failing relay control module (RCM). If that were the issue, i could let you borrow an RCM to see if it fixes things. But for P0239, might be a bad boost sensor, boost hosing, or electrical connection.

In AZ, get collectors insurance (like Hagerty). It’s cheaper and no emissions tests!
