search repairs and send Matt a text he does not answer his phone and yes he does travel he is in miami ,,and is a big help on my v8 crossfires . jim

Hello,
I found this on page 8R-26 in the service manual(it is available for download on this forum). For wipers always on. I did not see where you measured a voltage at the wiper switch Mux on your well written troubleshooting word doc. I hope this helps!
Turn the ignition off.
Disconnect the Multi-Function Switch harness connector.
Note: Check connectors - Clean/repair as necessary.
Turn the ignition on.
Measure the voltage of the Wiper Switch Mux circuit at cavity 7 of the
Multi-Function Switch harness connector.
Is voltage present?
Yes >> Repair the Wiper Switch Mux circuit for a short to voltage.
Perform BODY VERIFICATION TEST.
No >> Replace the Multi-Function Switch. (Refer to 8 - ELECTRICAL/
LAMPS/LIGHTING - EXTERIOR/MULTI-FUNCTION
SWITCH - REMOVAL).
Perform BODY VERIFICATION TEST.

Problem solved! No longer stumped.

I put WAY too much thinking into this. As it turns out the grey shroud over the wiper motor connector (that plugs in to the front of the BCM) slides to lock it in place. It was positioned such that the connector would not fully seat into the BCM - just enough so that the power and ground pins were connected but the wiper motor sense (park switch) was not. That is why it stopped in random positions, as if the park switch wasn't functional. All I had to do was slide the shroud back, fully seat the connector and VOILA - perfect wiper operation.

Thanks again to everyone who worked here to help me out. Feel kinda dumb about it, but after a few months of shaking my head I'm just glad it's working now!

I had that connector off last week, ittakes a bit of effort to move it. Good work.
