IT is your part, he can not keep it for additional money, or YOU can have him arrested for thief. You told him weeks ago to put the car back together; WHY did he continue to work on it?? It sounds like it would be cheaper to get a lawyer on to him and sue him for malfeasance.

You need to get your car out of THERE!!!!
