You have the wrong fuses on your RCM that's for sure. Only one should be 20 and the rest 15.

Good to know, I have no idea what the dude did to this thing but im sure theres multiple reasons its not starting

I have, post #12 is my response explaining that the relays do come on when I turn the key. But now that im not getting spark to the plugs I'm gonna test the coils and all the wires headed to the electrical system

UPDATE:

I talked to my buddy and he said that I should unplug the OBD tester and try and crank it. It doesn't even try to crank without the tester in and the fan comes on. But the second I plug the tester in the fan shuts off and I can hear all the relays clicking on, so I'm assuming some sort of anomaly is happening where the OBDII port is acting as a ground or completing a circuit in the wiring but I can't determine in what module specifically. I'm gonna try and find a wiring diagram for the PCM, the RCM ect and try and trace the sourc of the issue
