Default Renote Fob Question

I have an OEM fob that has not been programmed yet. The infrared light does light on when I press the buttons , but there is no radio frequency transmission according to my tester. Any body know if this is normal ?

The light only tells you the batteries are OK. The fob works on radio frequencies, so unseen to the eyes.
