Yes the plastic fillers are bolted in place where the fogs belong. Remove the inner fender access door and you can remove the fasteners that hold them in place. It is not necessary, but easier if you remove the front wheels when doing this. You will have to run a wire to under the dash. Someone else can chime in on how to hook them up to use the factory switch.

If you're patient, and good at searching, you can find fog lights for under $100 each.
The install is extremely easy. Here are two threads you may want to read. I wired mine directly to the fuse box as mentioned, and the fog lights work with the switch just as the factory intended. They even come on for a minute or so after you shut off your car and leave it, just as the factory intended.
