How do I change this Fuse?
Sorry, you do not win, though your humor is appreciated. However I was not specific enough and that's my fault.
Where is it located and what panels do I have to remove if there are any and where might I find a replacement one?

FYI..... my lighter won't work if I just push it in all the way and leave it there, or even hold it in all the way for that matter.
If I just push it most of the way in and hold it there it works everytime. You might need to experiment to get the right touch.

Have you tried the lighter element in another car? Have you tired something else electrical, like a cell phone plug? It could be something other than the fuse.
The element may be bad, the receptacle may be bad, the fuse may be bad, or all three or combination of the three could be bad. If the receptacle is hot, then you can figure it’s the element, if you are not getting power to the receptacle then it’s probably the fuse or wiring. It can only be so many things just eliminate them one by one.
Now stop smoking and start drinking, wiring is a headache.

I really should have made myself clearer...
I don't smoke, I want to use the outlet for charging a cell phone or to power a radar. I know both work and work well in other cars. The outlet is not functioning...

The glove box light works off the same fuse as the lighter. If the glove box light works that narrows the problem down to the lighter recepticle itself, or the power wire going to it. Although less likely, you could also have a bad ground (negative) connection with the recepticle as well.
Get a #2 pencil with a good eraser and insert the eraser to scrub the center contact and then use a straw to blow out the dust. Many times the contact has crud on it as it is at the bottom of a large cavity that collects schmutz. Woody

If fuse is good and your components that plug in are good then I would say the lighter socket is defective, this could be as simple as the connector fell off the assembly, thus no power. If you can DIY try to take the radio out and then the face plate and look for the connector going to the lighter, also there may be another fuse in conjuction with that power feed thats bad, not allowing for a full circut, as like in some older GM cars you would loose radio display when the fuse blew but the radio still worked. and also check the fuses in your equipment if the lighter socket was shorted out it may have blown their own individual fuses.
