serpentine belt replacement
Looks like the belt tensioner pulley is missing to me.
Looking at it again, it does look like it's gone.

From what I see, nothing is missing. In the picture, to the right of the middle, lift the idler pulley, route the belt, release the idler pulley down (it has a heavy spring behind it) an that adds tension to keep the belt onto all the pulleys. You should have a diagram in front of the radiator of how it is to be ran.

Someone who shall remain nameless had a good idea, a couple of guys here got some made and sold them to people who wanted them, $5 extra to Canada.
See post #32 for what the tensioner should look like.
Find him the pulley, that is what is broken apart, cheaper than the whole assembly. The tensioner on my NA had a cylinder on it as well. Never did look into its reason.
Never have seen the pulley listed separately for the NA.
That cylinder is found only on the 2004's, must have been something to do with harmonics in the belt,

Thanks everyone for the awesome replies, So if I get just the pulley how easy to replace or if I get the whole assembly what will it cost. Looking at Rock Auto for the belt tensioner pulley and all shows a grooved one not the smooth one as shown in the posts here
Once again, you are correct. Found just the pulley in Hong Kong for $10 - ordered one.
I have some numbers but I am double checking them.
I will wait until it arrives and I can verify it is correct, then I'll post the link.

My fairly early 2004 does not have the cylinder...
