Just clean them really good and have at it. Scuffing them up a little first wouldnt hurt... make sure you mask everything and dont paint the rotors...

You can do them real easy if you take them off the car... but then you have to deal with the brake lines and bleeding them to get air out when you put it back together... if you install SS brake lines while your at it you win all the way around....

Painting them with a primer is probably best to get the top coat to stick better, maybe not necessary but absolutely won't hurt. Especially since you're going white. Just clean them well, andd paint away. I need to get mine off to paint them orange, but I can't seem to find the time to do it.

The key is lots of brake cleaner, a wire brush and lots of masking tape. I painted mine when I replaced my pads and rotors, so I had the calipers off the brackets, but didn't disconnect the brake lines...I didn't use any primer and it's holding up very well.
