American cars = mostly US parts, Japanese = mostly Japanese.
European makers take all sorts of bits from their group of companies and mix and match. Parts from Garrett and other worldwide manufactures (Eaton etc) often end up in European cars because the better (and cheaper) specialist parts are found in the North America.
Ford Europe have Ford, Land Rover, Volvo (also Jaguar & Aston Martin) to chose parts from.
VW have VW, Seat (Spanish), Skoda, (also Maybach & Lamborghini).
BMW started making cars by selling a licensed version of an Austin and did own Land Rover.
That said that I think the diesel engine in the Dodge Caliber over here if from Japan and the Diesel PT Cruiser has a MB diesel.
As to Garret manufacturing in Mexico - is a common trend world wide, make the product where the raw material is, particularly with things like aluminum, by doing it they can add value and make the most of the resource. The Chinese are catching on that making cheap items in China say an aluminum saucepan using manpower, materials and energy, is not in China's long term interest, far better make a more valuable item and get more income.

I have this engine torn apart right now and it's quite interesting... One of the big HP problems I see is the charge air cooler "intercooler" is smack dab wedged in the middle of the V block (the hottest part of the engine) under the supercharger with 5/8" thin wall, un-insulated aluminum tube feeding re-circulated hot water from the engine coolant overflow tank. So, I'm having to do some re-engineering on the charge air cooler to increase the tube size to 3/4" insulated heat sink tube with a custom coolant tank and 3.5" x 6.5" x 18" heat exchanger from Bell Intercoolers and a 6.9 gpm Johnson marine pump. And also going to insulate the intercooler from the heat of the block when it's reinstalled.

Do you see any feasible way to move the heat exchanger out from between the 'V', and into cooler air?
I assume that if you plan to leave it there, then you've thought out all of the options, and decided on the most cost effective way to do it to provide best bang for buck.
I'm new to 'foreign' cars, but other than this one, the only other cars I know of that had their intercooler so close to the engine were the SVO Mustangs and T-Bird turbo coupes. Even those were 'off' of the 2.3L and actually stayed fairly cool.

I have ordered a Bell heat exchanger that is 3.5"d X 6.5"h X 18"w that will fit in front of the OEM radiator without intruding on the airflow to the radiator. Also bored the ports of the charge air cooler from the OEM 5/8" to 3/4" and ordered custom heat sink tube from cain industries to plumb the SC cooling liquid from a custom aluminum cooling tank that will be pumped by a 6.9 gpm marine impeller pump...

Well, it's getting closer to install and nearly reassembled... I'm sure you'll notice a bit of difference in the appearance... Schrick cams installed, intakes ported & polished, Headers being built, intercooler system pats on the way...

Looking good man! Polishing is a PAIN.
Did you have a chance to look closely at the headers?
It appears that they are cast, with a sheet metal heat shield around it...is this true? Or are they true tubular design?
