Default Emergency brake Hand brake losse?

Hi all,
Was wondering how much play is in your hand brake before you actually get some stopping power.
Mine is basically needed to be pulled straight up and down before I get any type of response from it.
Looking for advice on repair or just if that sounds like something normal for this car?
Been meaning to get up some photos of the 2005 Xfire limited 98000 meels... its 2019 and getting photos from my phone to computer is a chore :P

It is adjustable.

Very nice help i can't pull off any good j turns without the tension. Is that from the service manual?
