Default Brake rotor not seating

Putting new pads, rotors and brake lines on the black SRT. when I install the small retainer bolt on the left rear rotor the rotor lifts away from the hub on the opposite side. I have pulled the rotor off twice to check for debris and all is clean. Shall I assume the wheel will pull it flat or should I suspect the rotor?

That isn't right. Switch sides with the rotors (mark them so you don't get them confused). Does the rotor you now have on the right fit properly on the left? Place them both on a flat surface like a kitchen counter top. Are they both flat/flush all the way around in contact with the counter top?

Compare the old to the new, side by side and measure the depth of the top hat. Is it rocking on the emergency brake parts?

Update, I have checked the rotor sitting it on granite, there is no rocking with either side up. I swapped rotors from side to side and the problem follows the suspect rotor. put the wheel on and when rotating the tire and wheel the park brake drags hard during half the turn, with the other rotor on the left side you can hear a little rub during part of the rotation but no drag. I have backed the adjustor on the left side all the way in with no change. I think I have a poorly machined rotor.
Also, I find it odd that I can rotate the rear tires with the shifter in park.

One wheel turns one way and the wheel on the other side turns the other, the prop shaft does not turn. Normal for a differential.
Compare sizes of old and new, a scale should be OK.

The differential is a SIMPLE mechanical device that does NOT act like you'd think it would act. There is a YouTube video out there that goes into this in about 15 minutes and teaches SO MUCH that I didn't understand for over 40 years.

As you once scolded me with "Sure - we are waiting." for the video....
